Job Description:

The Transmission Permitting Specialist will be responsible for evaluating federal, state, and local environmental permitting requirements and gaining required permits for transmission capital project work concerning regulated electric transmission substations and lines.

Responsible for providing functional direction in preparing environmental permit submittals for all federal, state, and local regulatory agencies, and compliance assurance support related to transmission capital project work.

Serve on project teams to provide expertise on permitting design and overall permitting requirements.

Provide support to the Transmission Construction team that ongoing Transmission capital projects are in compliance with federal, state and local environmental laws and regulations.

Serves as a transmission environmental permitting expert for capital transmission projects and provides specialized technical design expertise and judgment to resolve complex permitting issues.

Maintain project schedules and accountability for meeting specified deadlines for permitting tasks.

Develop processes and maintain appropriate permit records as needed    

Qualifications:

High school diploma or GED

Bachelor’s degree in engineering, sciences or other related field of study

Minimum of 7 years of experience

Ten years of experience supporting land development environmental permitting within multiple regulatory jurisdictions preferred.

Proficient in obtaining local, state, and federal environmental permits including erosion and sediment control permits.

Proficient with Microstation or AutoCADD Civil 3D

  Excellent negotiating skills with regulators and the public regarding the environmental permitting of land development projects

Substantial experience gaining environmental land development permits in North and South Carolina

Experience working for an electric utility

Professional certification/ license (i.e. CPESC, QEP, PWS, Professional Engineer, Professional Landscape Architect.)

Experience supporting and managing land-development projects and/or linear construction projects.

Experience obtaining regulatory approvals from the U.S. Army Corps of Engineers, U.S Fish and Wildlife Service, State Historic Preservation Officer and NC DEQ/DHEC.

Experience preparing erosion control plan drawings, stormwater permits, and obtaining plan approval from NC DEQ/DHEC.

Experience obtaining regulatory approvals from the NC DEQ/ SC DHEC, county, and local for erosion control plans and stormwater permitting. Arc GIS experience is plus
