Project Controls Specialist (II)

The Project Controls Specialist is responsible for initiating and completing routine aspects of project control assignments.
Performs complex aspects of estimating, scheduling, change documentation and cost control.
Will identify problems, develop solutions and take actions to resolve. Will be typically is assigned to projects classified as “Green III” or "Brown" per the Project Management Center of Excellence Project Profile Matrix, or may manage multiple smaller (i.e. “Green II”) projects.
Generates periodic Project Controls reports
Distributes and archives project documents
Manages change control
Develops and maintains work breakdown structures, project schedules, cost estimates, tracks and trends cash flow.
Tracks and reports project status, analyzes variances, determines earned value, and analyzes critical path activities at a level appropriate for the project
Works with estimators to create or creates project cost estimate in order to establish effective cost controls management.
Assure that project estimate includes all necessary raw materials, resource / labor rates, manufactured materials / equipment as well as current industry data relative to project scope
Manage the estimate according to PMCoE Estimating Standard and review cycle.
Overtime may be required on assignments in order to meet deliverables
A Bachelor’s degree in business, finance, project management, engineering, technical, or equivalent.
Master’s in business, finance, project management, or equivalent preferred.
PMI or AACE certification (the following or equivalent are acceptable - PMP, CAPM, PMI-SP, AACE-CCC, AACE-PSP, AACE-CEP, AACE-EVP).
Minimum of 5 years of project controls experience.
Minimum of 9 years of project controls experience in lieu of a degree. Proficient in project controls principles.
Proficiency / Expertise with project management / project controls concepts / computer applications / analytics; strong collaborative team member.
Experience with Primavera6
Software such as MS Project/MS Office Suite, Primavera, Business Objects, Prolog, Passport, Visio, Powerplant, Emax, PeopleSoft.
Risk management tools / Monte Carlo analysis.
