Job Description:

The Permitting Specialist will be responsible for evaluating federal, state, and local environmental permitting requirements and gaining required permits for transmission capital project work concerning regulated electric transmission substations and lines.

Responsible for providing functional direction in preparing environmental and stormwater permit submittals for all federal, state, and local regulatory agencies, and compliance assurance support related to transmission capital project work.

Serve on project teams to provide expertise on permitting design and overall permitting requirements.

Provide support to the Transmission Construction team that ongoing transmission capital projects are in compliance with federal, state and local environmental laws and regulations.

Maintain project schedules and accountability for meeting specified deadlines for permitting tasks.

Track project schedules and tasks.

Develop processes and maintain appropriate permit records as needed.

Qualifications:

High school diploma or GED

Bachelor’s degree in engineering, environmental, sciences or other related field of study

Professional certification/ license (CPESC, QEP, PWS, Professional Engineer, Professional Landscape Architect) preferred

Minimum of 3 years of experience

Five or more years of experience supporting land development preferred.

Proficient in obtaining local, state, and federal environmental permits including erosion and sediment control / stormwater pollution prevention plans (SWPPP) and Water of the U.S. 404/401.

Familiar with ArcGIS and AutoCAD Civil 3D

Excellent computer, communication, and organizational skills

Ability to travel and enjoy working in the field

Excellent negotiating skills with regulators and the public regarding the environmental permitting of land development projects

Environmental permitting within multiple regulatory jurisdictions

Substantial experience gaining environmental permits for linear facilities and land development projects in Ohio, Kentucky, and Indiana Experience working for an electric utility

Experience supporting and managing land-development projects and/or linear construction projects.

Proficient obtaining regulatory approvals from the U.S. Army Corps of Engineers, U.S Fish and Wildlife Service, State Historic Preservation Officer floodplain administrators and other state and local permitting agencies.

Experience preparing erosion control and stormwater plan drawings, stormwater permits.

Proficient with ArcGIS and AutoCAD Civili 3D

Experience in wetland and stream delineation
